After several years of Highly Pathogenic Avian Influenza (HPAI) outbreaks across the United States—first in the poultry and egg production sectors and most recently in dairy cattle—HPAI now serves as an underlying backdrop to animal production agriculture, primarily under the jurisdiction of the U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS), but also invoking U.S. Food and Drug Administration (FDA) authority with food safety threats and the Centers for Disease Control (CDC) with potential human health implications.
This webinar will describe the foundational statutes, regulations, manuals, and procedures that authorize USDA-APHIS and state authority over HPAI and trace the progression of the HPAI outbreak in dairy cattle to illustrate how disease control measures adapt to the changing conditions of a disease, host animal, and known potentials, and discuss potential legal and economic implications.
